Heffley’s Bill Seeks to Boost Transportation Infrastructure Funding

HARRISBURG – In an effort to increase available funding for road and bridge projects in Pennsylvania, Rep. Doyle Heffley (R-Carbon) this week introduced legislation that would provide an additional $200 million in the 2022-23 fiscal year for badly needed infrastructure improvements.

Specifically, House Bill 2495 would shift $300 million in Pennsylvania State Police (PSP) funding from the Motor License Fund (MLF) to the General Fund in the upcoming fiscal year. The Fiscal Code was amended in 2016 to require an annual reduction of PSP funding from the MLF by 4% each fiscal year until $500 million is reached in Fiscal Year 2027-28. 

“While Gov. Tom Wolf has proposed expediting this reduction to $500 million in the next fiscal year, it is simply not enough,” said Heffley. “The governor has suggested the Legislature should consider new or increased transportation-related taxes and tolls to provide additional funding to the MLF. However, taxpayers cannot afford any of the governor’s proposed increases, and it is time for the Commonwealth to properly budget PSP funding from the General Fund and use the MLF for its intended purpose.”

At a recent House Appropriations Committee hearing, PennDOT officials testified the Commonwealth is expected to receive $4 billion over the next five years for highway projects from the federal infrastructure bill, and these additional federal dollars will require a state match of approximately $930 million in total. The governor’s suggested reduction of $500 million would still leave the Commonwealth short of the state match requirement by $544 million.

Heffley is a member of the House Appropriations Committee, which is tasked with developing the annual state budget. His bill has been referred to that committee for consideration.
